Bryan M. “Dusty” Rhoades

A proven leader with over 33 years of experience in managing personnel and programs for the defense industry, legislative branch of the U. S. Government and the United States Marine Corps. Established record of accomplishment inside and outside of Government.

 

Prior to founding Grafton Hill in 2012, Dusty was a partner in a technical consulting services company supporting the Intelligence Community.  His wide range depth of knowledge includes:

 

  • business planning

  • manufacturing operations

  • financial management

  • strategic planning

  • resource and program analysis

  • functional requirements analysis

  • concept development, technical analysis and evaluation of aircraft, spacecraft, ground systems

  • intelligence communications architecture development.

 

Dusty is adept at conceptualizing, preparing and presenting to senior management, members of Congress, Military Officers, and the news media on technical, political and commercial ideas and issues.

 

Retired Marine Colonel with both Active duty and Reserve military career spanning both Infantry and Intelligence, Surveillance and Reconnaissance, including:

 

  • As a government civilian in NGA, leading a $4B per year agency modernization effort for two years. 

  • Director of Programs for a small Aerospace Company

  • Vice President for a P&L center within a Fortune 500 Intelligence Community Prime Contractor.  

  • Congressional Fellow, U.S. House of Representatives, two years 

  • Managed a hypersonic aircraft engineering project and a direct lift aircraft Technology Demonstration. 

  • Program Manager for a $150M software development contract. 

  • Conceptualized and managed various QRC activities supporting US Army G2.

Drew leads Grafton Hill’s Vigilant Pursuit quick reaction capability program as program manager and strategic planner, advising the government on technology integration and investment.

Prior to joining Grafton Hill, Drew served 20 years in the United States Army as a counterintelligence agent, infantryman and linguist. His military service culminated in his assignment as the Deputy Chief for Identity Discovery and Modernization in the Army G2 where he lead the development and deployment of numerous new technologies to the force.

Drew received a Bachelor of Arts degree from the University of Washington and is a graduate of the McCourt School of Public Policy at Georgetown University.
